The UK and US have established a major bilateral deal that will keep zero import taxes on UK pharmaceutical products going into the American market.

Agreement Details of the Accord

Under the terms of the agreement, the UK has agreed to raise expenditure on drugs through the National Health Service (NHS). This pledge ensures that tariffs on these key goods will remain at nothing for a timeframe of three years.

This agreement comes after previous statements to significantly raise tariffs on patented pharmaceutical imports, with increases floated up to double the cost.

"This agreement with the United Kingdom bolsters the international landscape for new treatments and brings long-overdue balance to American-British pharmaceutical trade," an announcement said.

Commercial Importance

Drugs represent one of the the United Kingdom's largest exports to the US, which is clearly the primary market for leading British pharmaceutical firms.

Trade data indicate that in the one-year period to the end of the third quarter, the UK sold pharmaceutical products valued at billions to the US. This figure represented a significant portion of British export trade in that period.

"This agreement secures work, boosts funding and paves the way for the UK to establish itself as a worldwide center for medical research," a government official commented.

Key UK Commitments

The agreement includes several specific commitments from the British government:

  • Revised Affordability Limit: The UK will lift the affordability limit at which it considers new medicines to be prohibitively costly by twenty-five percent.
  • Higher Drug Budget: There is a aim to increase overall NHS spending on treatments from 0.3% of GDP to 0.6% over the following ten-year period.
  • Payback Limit: The sum drug companies must pay back to the NHS to prevent overspending will be limited at 15%. In the past, refunds topped twenty percent.

Industry Background

The deal comes amid a ongoing tension between the drug companies and the British authorities over medicine costs and NHS adoption.

This friction were heightened by assertions that US consumers were charged a premium for the identical medicines than patients in the UK and Europe.

Recently, several large drug company projects in the UK have been paused or scrapped, while multi-billion-dollar funding commitments have been pledged toward US facilities.

A senior figure publicly accepted that the NHS had to invest a greater share on drugs, noting that its budget allocation on drugs had declined as a share of its overall budget over the previous ten-year period.
