The Demise of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis triggered by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Negotiation and Warfare

The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, negotiation efforts are conducted: optimistic declarations are delivered from different nations. Immense energy is devoted on restraining specific proposals. By night, Russian leadership clearly shows the world that, for them, war remains the primary tool for achieving "resolution".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor rocket firings from across the border, a ability provided through current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to intercept incoming guided weapons flew past – modern combat jets supplied to Ukraine by European allies.

Moments later, Kyiv's air-defence systems activated: multiple launches targeted at a Russian ballistic missile. This was a modern interception technology at work, probably supplied through Western nations. Every firing shakes the surroundings, rattling buildings. The instant of fear quickly transforms into grim resignation: possibly the hostile projectile won't hit its mark this time, preventing destruction from catastrophe and further power outages.

Ongoing Risks

Following this, a heavy machine gun fired at a aerial vehicle somewhere nearby, part of a rapid response unit – probably imported technology. Sadly, the bullets missed the opposing UAV – it continued its flight toward its destination.

With pauses, this carried on until dawn. Kyiv awoke to the early updates: several casualties, devastation and heating outages in multiple buildings as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's vital need on Western support – a dependence that regional partners are clearly incapable to substitute in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from American leadership sparked intense emotion, discussion and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new approach from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually achieve victory. This pattern will, no doubt, endure.

Tactical Assessments

It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. American leadership works based on a assumption well known to experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is unfeasible to pressure the Kremlin to surrender the areas that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, US leadership does minimal to deter Moscow, through words or deeds, from thinking that the status quo will not shift further in its benefit in the coming year.

Opposing Positions

Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be many attempts to stop fighting, but they will persist as long as Russia's government remains highly assured in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but avoiding a total frontline collapse until circumstances change in its benefit.

Current Realities

Factually, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: personal goals to mediate resolution and secure international recognition, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unworkable, so that their attention does not shift toward internal issues. And although their mission will now be much harder after recent developments, it remains quite doubtful that this will change their overall approach.

These two forces are guiding negotiations.

Summary and Prospects

It took a mere seven days to kill the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.

While new plans based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and reflect specific hesitation to alter the situation, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
